AT&T thinks increased bandwidth costs are Netflix subscribers’ “problem”

In a sense this stance is correct but the issue is AT&T and many other companies have oversold and over promised their broadband networks. That is not the subscribers problem or Netflix’s problem, that is completely on AT&T and other companies as they offer a service and have set unrealistic expectations.

If they decide to offload some of this burden to their customers then the service better improve as a result or then it is completely their “problem”.
